If you are from Uttarakhand then you will be very excited to hear that the government is offering you a chance to set up a solar power plant in Uttarakhand, from which you will be able to earn a good income. You can set up a solar power plant with a capacity of 25kW to 200kW under the Mukhyamantri Saur Swarojgar Yojna (MSSY), and the government will provide you a subsidy to do so. Now we will tell you how to make all this work for you.
What is Mukhyamantri Saur Swarojgar Yojna (MSSY)?
Mukhyamantri Saur Swarojgar Yojna (MSSY) aims to allow those young entrepreneurs, farmers or local people who do not have any other source of income in their local areas. This MSSY scheme has been launched by the Prime Minister to prevent the movement of people to rural and hilly areas in search of work. This proposal will provide a revenue source by installing solar power plants on currently barren agricultural lands.
How MSSY Scheme will work for you?
The name of this scheme is Mukhyamantri Solar Self-Employment Scheme. This scheme will be applicable in the entire Uttarakhand. Under this scheme, you can install solar power plants of 20/25/50/100/200 kilowatt capacity. Note: More than this capacity is allowed. Under this scheme, eligible people will be able to install solar power plants on their personal land or by taking land on lease. If you feel difficulty in finding land then let us know, we will help you in getting the land.
The scheme will be enrolled by Uttarakhand Renewable Development Agency (UREDA) and UPCL, Industries/MSMEs and Uttarakhand State/District Cooperatives. The bank will also support you under this MSSY Scheme.
The “Chief Minister Self-Employment” Plan Office Memorandum No. 580/VII-3/01(03)-MSME/2020, dated 09 May 2020, published by the Department of Micro, Small, and Medium Enterprises, contains a chapter on this programme. It will be run, and after installing the solar power plant that was given to you as part of the scheme, you can take advantage of the benefits and subsidies that the Department of Micro, Small, and Medium Enterprises (MSME) has approved for production operations.

How will you get the financing support under MSSY Scheme?
If you set up a solar power plant under the MSSY scheme, at an estimated rate of ₹ 50,000 per KW, a 20 to 200 KW solar plant will cost between ₹ 10 lakh to ₹ 1 crore. Under this MSSY scheme, 70 – 75% of funds will be available to you through loans from government banks, which will be provided at an interest rate of 8 to 9% per annum for a maximum period of 15 years.
Solar Power Plant Government Subsidy Scheme in Uttarakhand
Various subsidy schemes are being run in solar by the Uttarakhand government. If we talk about subsidies, now the government is giving very attractive solar subsidy under Mukhyamantri Saur Swarojgar Yojna in which you are being given a subsidy of up to 50%. If it costs you Rs 10 lakh to install 10kW solar, then the government will return Rs 5 lakh to you as a subsidy. If you have money then you can also install solar power plant up to 200kW. Now suppose you install a 200kW solar power plant, it will cost you Rs 1 crore, of which the government gives you back Rs 50 lakh. This subsidy is being given to generate employment through solar. Government Solar Subsidy scheme under Mukhyamantri Saur Swarojgar Yojna in Uttarakhand
Uttarakhand government will provide up to 50% subsidy on plant cost under the Mukhyamantri Saur Swarojgar Yojna (MSSY) run by the MSME department. To get subsidy you have to see which category you fall in. Uttarakhand government has divided it into 4 categories at places A, B, C and D. According to the category, the subsidy percentage has been fixed.
Category-Wise Solar Subsidy Plan:
- Category A: 50% Subsidy – (Allocated Location: Uttarkashi, Rudraprayag, Chamoli, Champawat, Bageshwar)
- Category B: 40% Subsidy – ( Allocated Location: Almora, Pauri, Tehri (Mountain region), Dehradun-(Chakrata), Nainital-(Bhimtal, Dhari, Betalghat, Ramnagar, Okhalkanda))
- Category C: 30% Subsidy – ( Allocated Location: Tehri -(Plain Area-Dhalwala, Tapovan, Muni Ki Reti, Fakot), Dehradun (Raipur, Sahaspur, Vikasnagar, kalsi, Doiwala, Nainital – Kotabagh)
- Category D: 60% Subsidy – ( Allocated Location: Haridwar- Udham Singh Nagar, Nainital- Ramnagar, Haldwani, Nagarpalika, Lalkuan, Kotabagh, Dehradun-Raipur, Sahaspur, Vikasnagar, kalsi, Doiwala)
PPA tenure and Tariff Rate under MSSY Scheme
UPCL will purchase the power generated from the project allotted under this scheme at the rates determined by the Honorable Uttarakhand Electricity Regulatory Commission for a period of 25 years. To purchase power, UPCL will sign a Power Purchase Agreement (PPA) with the concerned beneficiary. Honorable Uttarakhand Electricity Regulatory Commission has fixed the prices at Rs 4.64 per unit till March 2026.
Application Process under the MSSY Scheme in Uttrakhand
Each beneficiary has to deposit an application fee of Rs 5000.00 for 200 KW and Rs 2000.00 for 50/100 KW (including GST) along with his application. Once UPCL determines that the technical feasibility report is suitable, the projects will be awarded. After obtaining NOC from the concerned authorities through Single Window Clearance (CAF), the allottee will be able to set up the project and make PPA with UPCL.
The district wise specified targets will also be open to permanent residents of other districts of Uttarakhand; However, establishment in other districts will not be permitted in respect of a project assigned to any one district. In a situation when the allotment process for the target is still ongoing, the applicant or developer will have to reapply for allotment or register if they wish to set up in a different district.
