About PM KUSUM Scheme and its benefits for farmers

What steps has the government taken towards PM Kusum Yojna

The Government of India has already pledged to solarize India as much as possible. According to MNRE, the solar sector has targeted to achieve 100GW of solar energy by 2022. The government has started this scheme very carefully for the decentralization of solar energy and is trying to reduce the transmission and distribution deficit as much as possible.

The MNRE (Ministry of New and Renewable Energy) looks after the states and union territories to ensure that all DISCOMs and farmers must be on the same page to make the scheme successful. As a part of the Intended nationally determined contributions (INDCs) or NDC, India has committed to increasing the installed capacity share of electric power from a non-fossil fuel source to 40% by 2030.

PM Kusum Yojna: Three components for farmers in India

Under the Kusum scheme, There are three components have been created for the farmers of India. If you look at the details of the Kusum scheme, you will find that it has three components which are explained as A, B, and C components.

Component A: Farmers can install solar power plants 500KW – 2MW under Kusum Yojna

If you are a farmer and are planning to invest money to set up a solar power plant on your wasteland then this scheme is for you. Under this scheme, a farmer can install a maximum capacity of 500KW to 2MW. It will be directly connected to the existing 33 / 11KV, or, 66 / 11KV or, 110 / 11KV nearest sub-stations of the distribution company. Before planning to set up a solar power plant under this scheme, make sure that your nearest substation must be less than 5Km to avoid the cost of the transmission line.

You can check the PSS list on the official website of your state government, in which it will be known whether your land is close to the sub-station according to the list where you can install a solar power plant. You can contact the State Nodal Agencies (SNAs) for more information on the identified land near the listed substation.

Subsidy Scheme for Farmers

The government is encouraging to set up solar power plants with a 60% subsidy and to reward the farmers. The 30% subsidy will come from the central government and 30% will be released by the state government. To install such a 1MW solar power plant, you must have 5acre land. If you are not a technical person, then it should be understood that to install a 1KW solar plant, at least 100Sq ft area is required. So for 1 MW it would be 100×1000 = 100,000 Sq, because 1MW contains 1000KW. You also need to take care of some area that is required to build a switchyard for a high capacity solar power plant.

 

How much will it cost to install a 1MW solar power plant under KUSUM YOJNA?

First of all, you will be lucky if you will set up a solar power plant under the PM Kusum scheme because you will get an attractive subsidy from the government. Right now the government is offering a 60% subsidy, which means that you will get a lot of financial strength. If you have land and you have some amount to invest in this scheme, there is no doubt in the profitability of the project. With this steady performance, it is going to be a 100% profitable business for you.

If you install a 1 MW solar power plant, the cost would be around 3.5 to 4 crores. Now suppose it is costing 4 crores to put up a solar plant but the total cost of a 1MW solar power plant that you need to bear from your pocket under the Kusum scheme will be only 1.6Cr.

Solar plant power generation and its simple evaluation, Area requirements, and out-of-pocket investment

Suppose you will install a 1MW solar power plant as a listed substation under the Kusum scheme then

• For 1 MW approx. Area required:  5 Acre(approx.)
• Type of arrangement: On-grid solar power plant
• Type of Installation: Ground Mounted
• Maximum Solar panel generation at the site: On average 3.5 –5.5 KWH/Meter square/day (It will totally depend on your geographical location)
• Solar Power plant capacity: 1MWp
• Facing of PV Modules:  South-East
• Phase Connection: 3 Phase
• Investment: 4 Cr.(Approx.)

1 MW Solar Power generation and its profitability

• Consider 4.8KWH/m2/day
• In one hour 1MW, Solar PV Module will generate 800KW Power approx.
• If we Consider 800KW x 6 Hours a day then production will be 4800KWH =4.8MWH
• 4800Unit/Day (KWH)
• 4800(Unit) ×30(Days) ×11(considering 11 month as per the climatic condition) =1,584,000 Unit (KWH) for 12Month power generation.

Now taking into account the power generation as per the above calculation. A 1MW solar power plant will produce 1584000 units per year. And if considered at the rate of Rs.3.5 / unit, which you will get from your state government under Kusum Yojna, then the revenue generated by 1MW will be 1584000 units × Rs 3.5 = Rs.5,544,000.

Now imagine how much profit you will make after receiving a 60% subsidy for installing a 1MW solar power plant.

What will be the ROI (Return of Investment) of 1MW under PM Kusum yojna

• Total Investment: 4Cr.
• Subsidy: 60 %( consider the subsidy as per your state scheme)
• Investment from your pocket: 60% of 4Cr. will be 2.4Cr.
• Now, 4Cr.-2.4Cr. = 1.6Cr.(you have to invest)
• As your Yearly income will be Rs.5544000 then ROI of 1.6Cr. less than 3 years.

 Component B: Famers can install solar pumps with a maximum capacity of 7.5Hp

Under this scheme, an individual farmer can install standalone solar agriculture pumps of up to 7.5 HP capacity ((DC solar pump/off-grid plant)). A standalone solar-powered agricultural pump of 17.50 lakh. The benchmark cost or tender cost will be 30%. Component C: Farmers can install a solar pump with a maximum capacity of 7.5Hp

Under this scheme, individual farmers can install solar water pumps with a maximum capacity of 7.5Hp ((AC solar pump/On-grid)). This will be a 10 Lakh on agricultural pumps. How to apply for the online registration of PM Kusum Yojna?

 In most cases, you will find an online form on the official website of your state. You have to download that form. You have to fill the form and send it to their official email address. Usually, the state electricity department uses Gmail as an official email. You can also submit the form to the sub-divisional officer of the local rural area. Once you submit the form then they will verify the provided details. If you are eligible then you will get LOA (Letter of Award). All selected developers of solar energy will sign the PPA (Power Purchase Agreement) for the next 25 years from the COD (date of commercial operation) as per negotiated tariff.
